Acetone and lacquer thinner works on uncured foam, but once it's cured I don't think anything will dissolve it. Chances are it didn't make it past the mufflers because of the baffling. Best (and cheapest) bet is to replace the sections of pipe that have the foam in it. They screwed this guy good. If there is a silver lining, it's that since it counts as an act of vandalism he might be able to file with his insurance company provided he has full coverage and a low enough deductible.
