You could try resetting the ECU. As cars become more like computers its possible that a good old fasion reboot will fix stupid problems. If not then I'd guess its gonna be a fun job troubleshooting it.

I'd say pretty good guess. Try checking out www.alldata.com for any TSB's or recalls. Make sure you check all model years (94, 95, and 96) as well as checking under Caprice for the same years. There may be a TSB for this problem as I've seen something similar on Cavaliers.

You mean speedo or odometer? The speedo is analog and the odometer is digital. My old roomie has one and that is a common problem on the digital odometers. The connection from the board to the display is soldered like crap so you have to take the whole speedo cluster out and redo it.
