Did you want that added or did the "artist". it is a filler used on sleeves... either a cloud, or windmill (often called Rays) are used. its really a chinese tattoo thing. but most sleves are filled wiht this type fill in areas around central pieces, to make them blend. How was his prices(pm if you want) On average plan on $100/hr. I would strongly suggest taking your design to multiple artists and getting estimates. I went to Evolved downtown and was quoted $1100.
