That is the easiest way to check and see if it is indeed an IP Ban. As the OP Stated though - most proxies are horribly slow, and VB now has a way to block you from accessing their boards VIA proxy. If the OP has a Linksys he can install DD-WRT and clone his external facing MAC Address. Assuming he doesn't duplicate an existing MAC Address/someone doesn't duplicate his made up MAC Address/He doesn't use an Invalid MAC Address (All 0's) then he should be able to get an IP, since the DHCP server won't have an IP Address bound to his new/made up MAC Address.
