Log into your account and click on Rapid Rewards at the top of the screen. Under Manage, select Buy or Transfer points. From here you can select the appropriate transaction option on the Rapid Rewards Buy/Transfer page. When prompted, enter the Rapid Rewards account number and name of the individual who will receive your transferred points. The recipient must be a Rapid Rewards Member to receive transferred points. I'm doubting anyone wants to pay this much for them, the only benefit would be if you're looking for more points for a companion pass. I'll leave this up if anyone is still interested.
