stuck choke

Breeze 125 ATV, but that shouldn't matter. Pull choke w/ cable from frame mounted knob to carb. No mods. Choke cylinder is "stuck"/ seized in its tube. Have it soaking in WD40 (great solvent, crappy lubricant) and Rust Eater.

Any ideas on unseizing this? Only been sitting for a month, so not sure why it pulled this. Considering heating (yes, very aware of fuel/ solvents/ fumes/ etc).

Any thoughts?
