There does need to be a more effective measure though. How about a steering wheel with electrical contacts (much like that heart rate sensor on a stairmaster) that can sense alcohol? There's a few apps to help the people avoid these checkpoints and such; Buzzin and Trapster are nice. I think I'm going to try out Trapster.
