My friend who was a cop at thethe time watched from across the street an officer interacting with a person. Somehow. It escalated and as he watched it unfold he realized the guy was deaf/mute and was trying to sign to the officer. The officer took it as the guy was trying to resist and started trying to use force. My friend came across the street trying to help tell the officer the kid wasn't resisting only trying to communicate.
