LAPD officers who complained about ticket quotas are awarded $2 million

i talked with a retired sheriff. He told me that there are "performance standards" no quota's. Basically if one guy there is writing 10 tickets a week, and two other people are doing 9 and 4. Well the guy that is doing 4 has to improve or he will be forced to either switch loactions or other means. -
