Meaning when he bought it he had to fill out paperwork my assumption was that was registering it he said they did back ground check etc.

I love my M&P, I know a ton of guys who carry on duty too, I'd take the M&P over Glock or XP any day! What he's askin is fair these things sell at gun shows for 550 all day
