    he is saying only people ON the WOW network can use their SMTP servers. so when you are at work, you can't use the WOW server. It prevents spammers from using their outgoing mail server.

    your smtp server is going to be different depending on your ISP at the time. so if you are sending email through your phone it will probably need to be AT&T's SMTP server. That is the way I understand it at least.
