One single ticket or a pair?

The Girlfriend's sister bought a 10(I think I need to check) Beetle and it is having issues with dim headlights. I gave is a quick look and it appears to be running no day time running light untill headlight are turned on then they come on in place of the headlights. It had what apears to be hid projectors but they do bupkiss atm... any known issues or service tsb's before I go digging in? long shot anyone know how the three bulbs operate in what order?
