Usually money like this goes towards new uniforms and new equipment such as their armored vehicles and tactical weapons. Payroll does not come out of this. You can not take an unknow and budget off of it. It may fill some gaps but it is not where the majority of the money comes from. You are comparing apples to oranges now. CR debt and ticket fines are two totally different things. So if you get hit by a drunk driver and your laid up in the hospital in a coma for months and you recieve a ticket for an equipment failure, say for a muffler or cracked windshield or something, and you cant pay on time because your in a coma, that makes you irresponsible? I know its far fetched but this is just for arguments sake. Everything that you are trying to paint here is not rational at all. If you fail to plan. Who the F&^* plans to get hit by a drunk and end up in a coma? Even is some of the best case scenarios, life savings can be drained at the blink of an eye due to something like this. What if your a diabetic and you own your own business and can't get insurance because of your pre existing condition. How can you control things like that. Like I have said before your trying to paint a perfect world here and that is not reality. Nobody ever said anything about letting anyone skate on anything. Helping people out and giving them alternatives is not a hand out. You totally went the wrong direction about charity and traffic tickets, and most cities do offer payment arrangements on fines. No people are on welfare and milking the system because our system allows that. There are no checks and balances in place and many unscrouplulous people have figured that out. Sometimes generations of families live off the system because they have been allowed to. Its not from cutting people breaks and setting up arrangements for people. Im sure that hypothetical father of 4 is already feeling the pain. Do you really believe that is the way to teach people? Kick them while they are down? Totally dominate them and force them in to compliance. And how do you know he is buying smokes? What if he doesnt smoke. Not everyone fits your stereotypes. And that is exactly what you are doing. Your sterotyping an entire group of people. I have been around the block. Actually I grew up on the block so to speak and I have seen every scam and game known to man be played, so I am not gullable about that. I know it happens. I know it happens a lot. But I also know that not everyone is playing games. I dont like speeding tickets either and I man up and pay mine every time but not everyone has that ability. And we are talking about fines across the board, not just speeding tickets. No it is not the same thing as welfare payments. Not even in the same ballpark. What if that person had not ran that stop sign? The city was never going to see that money. So how are they out anything? I think your wrong about people failing to plan and the only people who made it through bad times were those who planned. I have never planned for any of my bad times and I have always made it through and yes sometimes with help from others and sometimes on my own but I have never planned for any of it to happen. Most people dont plan for the unseen. It was a great analogy actually. And why are you saying to take my opinion to the pool or voting booth, when you have said that we dont have the right or the option to weigh in on these matters? My point exactly, we do have a say. I am glad that you did well for yourself at a young age and have been able to sustain. I was broought up in the hood. I was around nothing but gangsters and drug dealers most of my life. I have worked since I was 14, I had my 1st apartment when I was 17. I worked my ass off for everything that I have a swell and I never recieved a hand out either. I have done everything on my own. But I dont look down on people in unfortunate circumstances. I have seen the good and the bad from people and I know that there is a difference. You just cant lump everyone in to 1 category and slap a lable on them. I dont mind about you commenting about my dad. If I did, then I would have never put it out there as a scenario. I personally dont speak with him but it is not because of what he is going through now. Im just trying to point out that things happen and you cant plan for everything. And honestly some people just dont have the means to plan for things. they are doing everything they can just to get through each day. Whats wrong with showing a little humainty to people? I mean what if that is a turning point for someone. What if that little bit of help makes them turn their life around? Like I said before. There is A and there is Z and everything in the middle is gray. I think your views are more slanted towards A and mine are in the gray. :)

How is it that the fines that they brought on themselves are effecting anyone but themselves? This was not money that the city had to shell out. This is free money coming to the city. If anything, they are losing money trying to collect on these. I agree with accountability and responsibility and owning up to your own actions and I raise my kids with these values. There are things in life that you can't foresee happening and people do get down on their luck. Not being able to pay fines does not make them irresponsible people in all cases. Good luck trying to rid the world of expectations of hand outs. Like it or not, this is the world that we live in now. I don't necessarily agree with that but I know that I cant change it either. And letting a person set up a payment plan or differ payments on a fine temporarily is not a hand out and in most cases they are paying additional fees to do this. Im stunned by the fact that you can say "Hey take that father of 4 who was laid off 6 months ago and can't find a decent job but has been working at McDonald's to feed his family and don't give him any opportunity or work with him in any way. As a matter of fact if you wanna help him then make him be more responsible. Make him help himself". That's honestly the most ridiculous thing that I have ever heard. He is obviously trying to help himself by working a meager job because that's all that he can get. I know several repo men who DO NOT carry. Deadbeats need to pay up and stop treating the city like their own personal finances? Again tell me exactly how the city is out anything here? Its not like this was a loan that is not being paid and the city is out money. Financial hardships are not always brought on by an individual. There is usually extenuating circumstances. Oh so your saying its ok that we pay for a service but we should not have any say in to what we are paying for? So the next time you go to buy a car, your ok with them giving you whatever they think you should have? The majority of citizens just want the deadbeats dealt with until they are in a similar situation. Most of the people that say stuff like that are the first ones crying for help when they face similar situations. You must have come from a privileged home and never seen the flip side of things. I know a lot of good, honest, responsible people that struggle every day. My dad is a perfect example of this. He worked for AT&T for 35 years. They moved his Job to Indy about 10 years ago. He had a heart attack about 5 years ago and then his position that moved to Indy was terminated and he was forced to retire. He works full time at an insurance company now. His wife has also fallen ill and has been unable to work. They have spent all of their savings. They have lost almost everything and are on the verge of bankruptcy. He calls my sister crying because he needs to borrow money to pay his water bill. He stopped taking his heart medication because he can't afford it. This guy supported his family his entire life and now he is in this position in which he had no control over. This must be all his fault and he is just a deadbeat looking for a handout. See your views on life are not realistic at all.

I personally would not recommend this guy. I went to him about 4 or 5 years ago and he cracked 2 of my ribs while attempting to adjust my back. Then his office had the nerve to try and bill me for $30.00 from the visit after I told them what he did.

Im not trying to justify anything for the majority of those people. What I am arguing is that not all of those people are scumbags and some of them have probably fallen on hard times or have extenuating circumstances. Shit happens in this world, good and bad. And when the bad comes around its nice to have some understanding. There is nothing worse than being kicked when your already down. The better question is how can we help get these people in a position where they can be upstanding and get their lives back together. Having the ability to work with people in situations like this are for the benefit of all of us. That is one less person that we may be able to get of welfare or whatever the case may be. I have seen both sides of the fence and I have existed on both sides of the fence so I know how hard it can be. Your Johnny Crack Head with a long criminal history is the other side of the spectrum and more than likely is wanted for more than just fines. I guess we are just looking at this from 2 totally different angles. I know both types of these people personally and we are talking about 2 different things here. So collection agents should start carrying guns now because "situations may turn ugly"? You wont change my view that PD's should not be involved in debt collection. Debt collectors go through training at thier jobs and in most cases have to know all of the federal laws and restrictions on debt collection. This is to prevent fines from the government and lawsuits. Its muscle the city needs? Are they loan sharks now? I understand what you are getting at and I have seen the people who are buying filet Mignon on their welfare cards. I have seen all the foreigners that come to the US and go straight on welfare and get special small business loans, while Americans get shunned. I have a certain level of bitterness about stuff like that. I also don't believe that everyone is like that. I have honestly seen a lot of good upstanding people who are just down on their luck.

You can try to take a banana with you on your ride. The PB&J is great also. Your clean carbs are your energy source, which is really what you need. I eat a Banana an hour before I hit the gym. I only take a pre-workout drink to get those 1 or 2 extra reps in when I am lifting and no matter what I take, its pretty much worn off about 3/4 of the way in to my workout. They are only good for about an hour. Why not eat a PB&J about an hour before you go for your ride, then eat your banana a little before your half way mark. That should give you some sustainable energy. If your looking for something that you can drink. Take a look at Carbo Gain. This is basically high quality, fast acting carbs in a powder form. I put mine in with my protein drink but a lot of people mix it with fruit juice. This may be that mid way carb up that you need. You can also try L-Carnitine or Glutamine. L-Carnitine is going to help with the transfer of fat in to fuel. Not the best fuel to use but it may help you some, ecspecially if your trying to loose some weight. Glutamine is going to help with muscle recovery. I have used all of these things personally and I know for a fact that they all work.

I use MP Assault. I have also used c4 and it works really well also. The only reason that I chose Assult over c4 is because of the creatine already in Assault. You can get both from GNC which is over priced, bodybuilding.com or Vince's muscle shop off sawmill rd. Vinces is much cheaper than CNG. Both of these products will give you a tingling sensation in your face for the first 15 min or so but dont give you the jitters or shakes.

Ahhhhhhhh No emotion here really. Life is life and most people understand that there is a place between A and Z. Maybe yours is just more straight forward than the average Joe's. Im not trying to change your mind, just pointing out that life in the real world is not that way. This is why they make exceptions for just about everything. This is why laws get rewritten and changed. I could keep going but I think you see what I am saying. Again I am sure the majority of them are "Just going around not paying their fines", but I am also sure that many of them have also fallen on hard times as most of the people in our country have over the last 10 years. This is precisely why we have different departments and job titles within our local govt. Hence, Police Officers should not be out collecting debts. It must be nice to live in such a perfect world .

Well it must be nice for life to be so cut in dry in your world because that's not usually the case for most people. There is a very large gray area in life and that is where most people live. If that is really your reasoning, then what about people who are laid off and cant pay their bills or people who have a medical condition that has sidelined them and they cant pay their bills. Are those people deadbeats as well? Im not arguing that all of these people are good honest upstanding citizens. But I am sure there are a percentage of them that are. And what about the case where Pataskala has made a mistake and now you have officers storming in to your place of employment looking for you. And in most cases its not going to be cleared up there. Your probably gonna be arrested at your job and it will have to be cleared up through the Clerk of courts. If you look at one of the responses on 10tv's site. Pataskala has made that mistake in the past. What kind of damage is that going to do to your employment? Some employers dont want that negative publicity so there is the possibility of losing your job because of this. And yes noise/drama is a big factor in collecting money owed. There are federal laws in place that debt collectors must follow. Actually serving a warrant can be very time consuming especially if it involves an arrest. Do you have any idea of the paperwork that is involved? Maybe you need to go on a ride along and see the impact that things like paperwork and administrative tasks has on response time. If your pulling officers off the streets so to speak to do this, then there are not as many officers available which DO impact response times. Again I have never argued the fact that the city should not collect on these debts. I have argued that I dont believe Police Officers should be doing the debt collection. Going along with your reasoning, Police Officers should be doing maintenance on city sewer systems while they are at it to since they are public servants and already on the payroll. Your vision on an embarrassment at the job does not fly either. Not in today's world. As sensitive and politically correct as everyone has to be now days. It will take 1 mistake or 1 person to loose their job over something like this and who gets to pay for that when the PD gets sued? You say the expectation if for them to serve and protect and to take on these additional roles but I guarantee that it will be the other way around in different situations. How many times have we heard many people say, including officers, that its not an officers job to help change a tire or help move a broken down car out of the way?

You must just be that great of a person Seriously though, there are so many scenarios that you can paint one way or the other but that does not make all of those individuals deadbeats. You have no idea what their situation is. How the fuck do you know if they are spending hours tracking people down? Everything you are arguing is pure speculation on your end. Plain and simple, I have a problem with this practice and I dont believe officers should be collecting debts. This stems from a money hungry department. 99% of departments do not do this and there is a reason why. Im sure if you asked these officers what they think about having to do this, they would say it is BS. I have been through the academy and they dont teach debt collection there.

No its not a very basic business statement at all. You obviously have a skewed interpretation of how good business's operate if this is your logic. Let me paint the scenario. Officer #1 and 2 are in the process of handcuffing and processing a person who failed to pay a stop sign ticket. Their response to the emergency call is delayed because they are in the middle of processing this extremely dangerous stop sign runner. It takes them 4 minutes longer to get to the cal. In the meantime the murder slipped out the back door 2 min prior to their arrival. Now I hope you can see. So they are deadbeats and there is no room for error. The couldn't possibly be good upstanding citizens who received a red light camera citation in the mail in the middle of a move or something? In the meantime officers come busting in to their place of employment and causing issues with that persons employer over a simple misunderstanding. Im not sure how your justifying what you are saying here. How is a police Officer trained in debt collection? Just like a trash man being trained as a Dr. Try this on for size. Officer 1 and 2 spend 3 weeks tracking down someone for a traffic ticket. Each office makes say 20.00 an hour and it takes a total of say 12 hours over the course of these 3 weeks, here and there, following leads. Thats 240.00 per officer. So that is a combined total of 480.00 for the partners. The ticket is say 150.00 ticket. That is a loss of 330.00 of tax payers money. Now we have a debt collection agency that takes 20% off the top. That is 30.00. Which leave a total of 120.00 to go towards the department Charger payments. And not a single department resource was used and the streets are safer from more red light runners . That is sound business practice right there.

I am all for adding additional penalties for not paying on time. Its easy to say some of this stuff if you have never been down on your luck. Im not stating that is 100% the case in all of these situations but it may very well be in some of them. So what your saying is that even though we are paying them to protect us from crime. Its ok if Mary Joe Victim is getting raped and murdered down the street while the local PD is collecting a 100.00 parking ticket fine from some single mom who was laid off from work 3 months ago and can't afford groceries for her kids. And how many other PD's are playing collection agency? So what your saying is playing a dual role is ok becuase they are already on the clock. Maybe its ok if the trash collectors start delivering babies since they are already on the clock too. I just dont agree. If anything why not hire a collection agency to go after these people or some 3rd party agency and let the police officers do what they are supposed to be doing. I am not saying that I think these fines should be forgiven or no attempt should be made to collect. I am saying that the PD should not be doing it. Their job is far more important than chasing around people who owe 100.00. And on another note, What would your reaction be if the sales clerk at Blockbuster came barging in to your work to collect on your late fees for the video's that you did not return on time? Does that make you a scumbag piece of shit because you didnt pay those?

You can't put everyone in to the "Lazy Fuck" category. Im not saying that not paying a ticket is ok but people fall on hard times and sometimes have trouble catching up or whatever the circumstance may be. But for us to be paying the cops to go round up their money is ridiculous. This is fine and ticket money. Its not like they are out of pocket on anything. What happens when the cops are chasing one person down for a long period of time and the payroll to track these fines down exceeds the value of the ticket? I think that manpower could be used in much better places. We have entire agencies closing their doors and leaving entire communities unprotected because they can't afford to operate and then we have agencies wasting manpower on debt collection? I just dont see how that is ok. Thats the way it works in most places. You dont pay your fine or set up some kind of payment arrangement, then they file a bench warrant and you go to jail the next time you get stopped. And, yeah, you always have that option of spending your time in jail.

And that is what our tax money is paying for? Its ok for our tax money to pay them to go collect ticket money to pay for their new chargers, while crimes are being committed? Thats the problem I have with the whole deal.
