They are strict about somethings, like safety, drifting is not allowed is it's "autocross" and not "drifting" and thus their insurance doesn't cover that I believe.
They try to be as flexible as they can about things, but like the number of cars that can do on-site registration is limited to allow them to be able to run a smooth event. I don't know what else you could mean by "strict".
It is competitive there so you can't expect to show up and take home a trophy, especially being a rookie to the sport, though it is possible. I've never heard any trash talking directly, only friendly banter.
If you come out and focus on having fun, you'll have a good time. Come out to an event and give it a try, you'll never know if you wont like it unless you try.
