The clutch is not engaging and the fust that isn't getting power is ran off the ignition switch

I am thinking possibly the switch to turn the compressor on isn't getting power?

It is blowing on all speeds out of every vent, and when you turn the ac on you can hear the RPMs drop. The fuse says ac/swc or syc I cant really remember the second part off the top of my head. All other ac fuses are getting power.
