  1. I think you can...at least you could crank the car up to make the tires fit under the wheel wells. To be honest it will be a tight fit, but I think you can squeeze in the 305/45/18s. If worst comes to worst then you can always go down a size and get the tires that are on the silver car above....305/40/18. PM sent sprayin.
  2. Do it Dover...no more traction issues for you on the street. And I think they will fit just fine.   4. Do you ABSOLUTELY have to pass tech to go to this? Only concern is the skinnies that I am running...they aren't exactly 100% legal.
