I'd buy, Lighten it up and then................................................LSX SWAP!!!! http://i268.photobucket.com/albums/jj32/Formula98/mullet.gif
I had a 2000 silverado with a 5.3L and my dad currently has a 2001 Z71 with a 5.3L. Never had a problem with either truck. Both got 18 to 20 highway. His has deffinately gotten worked harder than mine did. I towed the Formula 500 miles round trip with it and averaged 13.5 MPG without a problem.
Working in a dealership for a while the only problem we ever really saw with the driveline was the transfer case actuator or solenoid or something (can't remember the actual name) and that was from people that never really used the 4wd.
Over all I'd give the 99+ silverados an 8.5 to 9 rating out of 10.
Hey Anthony, you need to weigh the new formula just to see the differences, I'm guessing 50lbs lighter than the green one considering it's manual (which I believe is lighter) and it doesn't have all the extra accessories
I had originally got this for the formula but seeing how that's turned out, I'm gonna try and sell it. The kit's a really basic dry shot setup. Asking $225 I'll trade for GTP parts as well.

For the 2 options you picked, I'd go with the dodge. Seen them get put through hell without a problem time and time again.
However I'd still take a duramax over both og those choices.
