Some folks need more of a gun to put in a go bag that u can keep in a vehicle so that if it gets stolen you are not out much.

With a 17. Its a different story with a 22. The bullet is slower therefore it spends more time in the barrel and there is more needed for better follow thru and fundamentals. Having the best gun and most expensive scope means nothing if you don't have the good shooting habits to put a good shot together.

Go 22. If fundamentals is what you wanna learn its the best. The 17 is a flat shooting gun and takes the shooter more out of the equation. The slower 22 round with its arching trajectory makes it more about the shooter and skills.
