Is there anything special that I'd need to do other that have it signed and notarized like an intra-state transfer? I imagine he may also have a WV safety inspection to perform? He will probably not have a "safety" inspection, just a VIN inspection, to confirm that the title matches the vehicle that's being brought into the state. As long as they are clean titles all he will need to do is take the title, insurance card, and receipt to the DMV. After that he just needs to take it some place for an inspection sticker.
