The kid asked to use his phone, then ran off with it. wouldn't have been any different if he'd been talking on his phone, or had it in his pocket. Stealing phones and selling them at kiosks is extremely common. Depending on the phone, you get $20-$150. The kiosk people aren't stupid, and they know that some of the phones are stolen. The machines take your picture before dispensing any money. Those companies tend to be relatively helpful to law enforcement in tracking down stolen phones and providing evidence to police departments.
