Computer help needed

I have a computer that will not go into windows it just goes to a error thing

 

the error says Programable interupt controller windows has found new hardware and is locating software for it

 

that flicks so fast that you have no time to read it then it goes to this

 

Program error your program is making an invalid dynamic link call to a .DLL file

 

The computer wont do anything just show those and my screen saver thats it. thanks ahead of time for any help
