Help with A/C on a 92 Crown Vic

Ok, here's the deal. The a/c compressor on my in-laws Crown vic has died 4 times in the past year. What happens is the compressor locks up. Thus, shredding the belt.

Now they just got it back from Goodyear and they said that in order to fix it, they need $3000 and to replace ALL the a/c lines as over the years it's collected junk in the lines and it's spitting shit through the compressor.. thus locking it up.

I think that's bullshit and they're trying to rip them off. The car itself isn't worth 3k.. Let alone getting the a/c fixed.

Does this sound right at all? If not, anyone here want to tackle fixing the issue?
