Is the test pipe for a cat delete?

Yes. It originally had a 3 bolt flange on the other side. I removed it cause all of the evo catbacks or DPs have a 2 bolt flange, not 3.

Will it work on mine and dont I need a mil eliminator?

If you had the flange welded back on and yes you would need a mil elim.
