Fuel cell not holding pressure

My fuel cells pressure will drop as the tank empties. I'm not spraying as much so I really dont need a the cell, but it would be nice to have it working. Its already been pulled from the car and taken apart. I just need to find out if its the pump or the regulator and I really dont want to have to purchase parts blindly to find out. Oh, I also need some help with a welding a leak on the top of it. Its been cleaned out properly and sitting in my garage for 3 months so its safe to weld now.

i would lean more towards pump because of it getting worse as it gets low and not as much helping the pump .is the pump close top the cell?must pumps are pushers not pullers so they need to be real close to the tank because they cant suck it to the pump but can push real good.
