Race tracks nowadays typically don't get built in the city limits because of these things and ingress/egress issues. Ever been to the Brickyard? Takes forever to get in and out. I have not checked the auditors site to confirm, but rumors at the autox event this weekend revolved around the Schottenstein family also owning some adjacent property(ies?) to the west that would be used in the development. If you look at the proposed drawings, as big as Cooper is, it would be tough to get a 1/2 mile oval, drag strip, kart track and any parking all on that plot.
