need someone to dril and tap something

i ahve a steering stabilizer, and the rod end where a heim joint screws into.. well the old heim joing snapped off in it, i tried to drill and use a screw/bolt extractor, and it snapped off inside, drilled again, same thing, so i give up.. who can fix it for me??

 

may need to be just drilled and tapped, so i can thread in the new heim joint.

 

who can do it and how much

is it a blind hole?

 

might be easier to replace the stabilizer
