Maybe a glider suit? Depends on balls. I've had this theory and have seen it put to practice, but not at ground level: You glide downwards as usual, but point up at the end of your slope. You stall out vertically and latterally, your speed in all directions becoming temporarily zero. If you can time your stall out very low over a body of water, in theory you'll simply drop a few feet into the water unharmed. Guys are flirting with it now, calling it "low pull" chute opening.
