FormulaMatt
We do have several neighbors who walk their dogs without a leash and have them out front during the day. But they all have such well behaved dogs that I couldn't coax them, in fact I've seen nothing coaxes them away from their positions the entire time I've been here. Even my dogs pissing and barking doesn't make them flinch. That's perfectly cool in my book. I like this attitude here. If they don't bother you why should it matter. That's how my dogs are. They may stand up and look at you, but they wont budge unless they are told. I have several people in my neighborhood (probably the same people that call my dogs Pits) that freak out and say they need to be on leashes or put away, even though they have never even moved at them. Unfortunately, situations like the OP's causes well behaved dogs to get lumped in with ALL dogs. I guess that is just like anything in life though. Let me clarify to PDQGP, I was not being sarcastic, I like your thinking.
