This means that these people earn money from the IRS, kind of an unspoken form of welfare. Obama wants to make this group of people larger. His plan also involves ramping up tax rates pretty quickly when you start making more money, which is effectively an income cap. Make more money, get taxed a lot more, bring home the same amount. How is that anything but pure socialism? What's the incentive to do better, when you'll end up bringing home the same money as the guy working at mcdonald's, who earns $5,000 just by filing with the IRS? He's getting a big return because his dependent deductions are dragging him below the minimum taxable income. He's getting back 100% of his withholding, which means his return is going to be a lot bigger than someone who is just getting back the amount of withholding error. Well he can and more than likely does get back more than he paid in. That's what the "tax credits" are all about. That's one of the frustrating things about tax credits.
