If it was made of space-grade metal and filled with ammonia, I doubt they figured it would burn up. They probably knew the odds that it would land in water. They didn't anticipate that it would burn up completely but that since the earth was 2/3 water, it'd most likely not cause any damage. To me, though, it did sound kind of irresponsible. In that same article, they stated that other space trash bound for re-entry was monitored and controlled so that it didn't hit anything. Sounds like they were pretty careless on this one.
