I have mentioned the shitty quality of the signal and they say "all of the lines are fine" then they leave. They don't care, they're getting paid. I can't wait to see how quickly their attitude (and price) changes when I tell them I'm dropping them like a bad habit. My dad had to have his house rewired. He was complaining of the same thing. Insight even ran a new feed from the pole. When he get the house rewired, his picture has been great ever since. They are only responsible for the line up to your house. About your wiring though, its possible the wires in your house are the old coax standard and not capable of the higher RF signals being run through them now. One thing directv warns about when switching to satellite from cable is that the wiring for cable is low grade by satellite standards.
