LeVeque has more floors but is shorter overall. 15 years ago I could have gotten him anywhere in that building (except for the Governors floor). A friend of the family managed it. My parents have been on the catwalks on the outside of the top of it. I've been in the HVAC system, seen the elevator mechanicals and controls at the top.
