got some spare steel square tubing, ability to weld, and like some $ on the side??

looking to see if anyone has some scrap square tubing 1-1.5", that can weld some pieces together for me. i dont have an exact size yet, but it'll be a rectangle with a cross bar about 1/4 of the way up...something like this

 

if i had to guess on total size, i'd say 30"w, 40"t? i can get more exact measurements once i can find if someone is able to do this cheap enough. just trying to get a ballpark idea right now.
