Detailers I need some advice: water spots

So recently at work I was sitting at the light and the car was getting soaked by the sprinklers which I assume come from the pond, didn't have time to wash it for a week and now my carbon fiber hood has a ton of water spots that won't come off after washing. What is a good way to get whatever is etched into the clearcoat or gel coat of the hood.

Thanks for the advice, whatever was in the water had to of been quite acidic as it took some time but I ended up using Meguairs Ultimate Compound and just went over the whole hood with it. Got 99% of them that I could see might go over it again in the spring, took for-ev-er by hand wish I had a orbital.
