I need several browsers open for work and my laptop isn't cutting it. I'm guessing most PC's these days can do that but building one sounds fun. Especially with your budget. I agree. But, like you, I dont know shit about building one either. I can adjust my budget but figured if all I'm doing is running browsers I wouldn't need much. You'll need display port adapters to match the card and monitor inputs you have. I have an Nvidia Quadro card that supports 4 cards right out of the box though. What do you want the system for? Use the USB to VGA for your 3rd monitor and a dock for the 2nd screen on your laptop. That's what I do. What laptop do you have? Either way im bored and feel like blowing money so internet box it is. Plus i want a dedicated computer for my office, not a laptop that i have to unplug all the time.
