He is the one that is in a machine that is hanging off the side of the building. He has nothing to tie to or nothing to save him if that crane were to fail. Also I always wondered at heights like these, what happens if one of the workers drops a tool or something. I cant imagine all the tools are tied off. Would make it hard to work with.
