I buy from them all the time. If you go cheap enough, they are throwaway, sometimes hit or miss. However, some of the higher priced ones have decent reviews so I took a chance. So far so good, no complaints. Check the reviews, if it's good and cheap enough to fit the bill, give it a try.

400-500 budget for an internet box? That's silly. Use the USB to VGA for your 3rd monitor and a dock for the 2nd screen on your laptop. That's what I do. What laptop do you have? My laptop has no problems with 3 screens being "smooth"

Typically the Eyefinity cards won't run 4 out of the box. You'll need display port adapters to match the card and monitor inputs you have. I have an Nvidia Quadro card that supports 4 cards right out of the box though. What do you want the system for? I have a few spare parts here.

Skip the USB to VGA and get an AMD based video card with eyefinity support. I use a 6950 but most decent cards now support it and can run 4 or more displays. (I run 4)
