sort of. People are obsessed with taking the car to fresh steel. all you have to do is find the imperfections, fix them with mud or a fiberglass (depending on what is broken or beat). Make them flat (a bunch of different ways to do this. old body men use their hand to see if its true) finish with 320 or 600 for no sand marks, scuff (extra percaution I always do), degrease, cheese cloth, prime, base, clear. you dont have to strip the old paint off. if there is no imperfections go over with 320 then scuff, degrease, cheese cloth and base/clear. you might as well go to a PPG store buy the paint and spray it yourself. It would cost about the same, you get to learn to paint, and your would prolly look better. just my $.02

bucky look for a orbital sander/polisher or I use a 90 degree DA that polishes also. Picked mine up from Snap On though.
