Because Pete doesnt have insurance now. Doing that now would require him to pay for a plan through a job or get his own insurance... Or he could opt to pay a $50,000 bill if he can find a Doc to do this in a non emergency situation knowing he has no coverage. Pete is a 24 year old college student that lives in his Moms basement. In his free time he plays Call of Duty, posts on forums, gets fired from jobs repeatedly, and jerks off in the same sock every night. Up until this he never worried about healthcare because he was either on his moms or figured he didnt need it. Now he will still get fired regularly, drop out of college after 6 years, still play his 360, and be able to put all the different procedures that would cost him on a government tab.
