not quite.... why would a business expand when they are under constant increasing pressure from the gov only to lose money or lack of return due on growth investments. if that was the case then we would have had consistent $3 gas prices under trump. what happened to growth for oil fields when biden cancelled public drilling in the gulf. went from growth to nothing. also don't forget omarova's stance on wanting to bankrupt the oil companies.
