Wheels are easy to change; that style started in '9 MY. The '8 MY is the first year of the improved steering rack and the TR6060. The '9 MY is the first year for the 10.5-qt oil capacity, the powered hatch, and the Bosch electronics (PCM, ABS, etc.).
The most northern "one stop" in Franklin County is on Morse Rd. There are both Deputy Registrar and County Clerk of Courts Title Office separated by a few doors.

Don't be too pessimistic, once in a while they do get 4 runs. 125+ participants will likely become a 3-run day, but at 107 (as of 5 minutes ago) drivers, it's not as bad.
Whether it's white, black, or red stripes on kona blue, competition orange, yellow blaze, race red, black, or ingot silver (as far as 2012 MY is concerned), the combination can be changed pretty painlessly. The stripes are sticker.
So far, my plan is to go with WOR at Kilkare. As of 10 minutes ago, there were only 12 registered participants. Plus, I got direct permission from their Solo Chief to run and work only in the morning so I can make the party back in Westerville.
