and then format the drive and reinstall windows?

type msconfig in the start menu search box and disable startup programs 1 at a time until it no longer shows the message on startup.. that can help narrow it down. It's time consuming but usually works at finding the program. If that doesn't isolate it, then it's an issue else where.

Thats not a windows dll. what software are you using that needs it? If you can, try reinstalling that program.

This Toshiba would be the best choice in performance of the 3. It has 6GB a RAM the more the better for video editing. Its running an AMD processor that isn't all that powerful, but it will get the job done.

Stick with Verizon if you want to benefit from a LTE device. AT&T does not have "4G LTE" in Columbus yet. However, they do have the so called "4G" that uses the HSPA+ network that does offers increased data speeds. I used AT&T for about a month and the service was horrible.
