ITs different on a quad carb, mine has a spring and diaphragm on the side of the carb. The hawk has valves that slide in and out. Ill call ya on my way to work

Is the choke on? Sounds like a fuel enrichment problem to me... did you clean the choke valve? If i remember right there is a rubber diaphragm in there that maybe torn
