Those cables will eventually get some corrosion or rust inside and you can lube it but it's still got dirt in there. With little to no resistance, it probably pulls smoothly. A new one is a good start, especially since they're pretty cheap.

I was gonna say i'll dip the carbs in the ultrasonic tank and do a rebuild for ya, but not with that. Sounds like a headache at this point. With a stock airbox and a stage 1 at most I'd work on it.
