Yes Stage 3's can be had for less than 15k now. Probably more stage 3's on the road than not. You can probably find a GT powered one floating around for that price range if you look real hard. I like e36 M3's, but damn are the over priced...just like e46's

It's really not that shocking in a city with such a high population, and is growing fast. Pretty crazy though. I bet some streets in NYC is a 24/7/365 traffic jam.
