The uninsured have every right to negotiate the price just like the insurance company does. But they rarely do just that. Why? Most uninsured people aren't gonna pay the bill anyway, so why bother negotiating a lower price?

Yes, lowering does affect how a bike handles but your are a little short fucker. Which is worse dropping a bike at a stop cuz you cant touch the ground or having to adjust your riding to compensate for having it lowered? I've got mine lowered and do just fine.
