fuel pressure

still working on the 94 grand am. have to test pressure at the filter(before the regulator) cause theres no fiting on the fuel rail. it spikes to 70psi then settles to 60psi if I let it sit half an hour or so it'll bleed down to 20psi is this normal or is the pump shot

That is fairly normal (assuming that your letting it set with the engine off). On my car the fuel pump will run for 2 seconds when I turn the key to run to build fuel pressure. That way the fuel system is primed for when I turn the key to start. 60 psi seems a little high for stock fuel pressure, but I don't know what the normal psi is for your car.
