You need to find the associated program that the folder belngs too. It's a directory that keeps your personalized settings for whatever program owns it.

 

After a search, the SecTaskMan is the Security Task Manager program, an anti-spyware program similar to this: http://www.liutilities.com/products/wintaskspro/

 

If you deleted the folder outright, you'll risk making the program un-usable and have to either re-install it or manually remove it from your PC (since you may affect the uninstall function of the program by deleting it's files).
