In need of mechanic advice...

I have an 88 Honda NX125. It sounds like the lifter is chattering alot when I am taking off, and I am also losing alot of power when I hit about 55-60. And when I am accelerating, I can feel it lose and gain power towards a higer RPM (I have no tach so I couldn't tell you roughly where). Is the lifter chatter causing the loss of power?? And why when I hit 5th gear does it bog down?? The bike has amazingly only 5500 miles on it. Anyone have any ideas??

Valve Clearance Adjustment

Or possibly a whiped cam

with that low of miles i would think Valve adjustment
