Download maxes out your connection unless your internet is broke. Your IP does not get stored on a tracker somewhere long after your done downloading. You don't upload anything either. Meaning its a spool adnt they cant be held liable for storage of ilegal things. They do do take down notices for kiddie porn but other then that no. The safest method is news groups.
